Yeah, partly the purpose (from what I understand) is to try and make homosexuality illegal. I have an article here from the Star Telegram that is a few years old in which two gay men were in their own home having sex and were arrested because the police were responding to a false report of an armed intruder.

I'll quote a part of the article:

"Texas' sodomy law makes homosexual oral and anal sex a Class C misdemeanor, punishable by a fine of up to $500."
